Mitt Romney makes his case - 'Need jobs, lots of jobs' - PennLive.com

TAMPA, Fla. ? Mitt Romney launched his fall campaign for the White House in a Republican National Convention finale Thursday night, declaring ?what America needs is jobs, lots of jobs? and promising he has a plan to create 12 million of them.

?Now is the time to restore the promise of America,? Romney said in excerpts released in advance of his prime-time speech to a nation struggling with 8.3 percent unemployment and the slowest economic recovery in decades.

?Many Americans have given up on this president, but they haven?t ever thought about giving up. Not on themselves, Not on each other. And not on America,? Romney said.

Romney muted his criticism in the advance excerpts of President Barack Obama, his quarry in a close and unpredictable race for the White House.

?I wish President Obama had succeeded because I want America to succeed,? he said. ?But his promises gave way to disappointment and division.?

?This isn?t something we have to accept,? he said, appealing to millions of voters who say they are disappointed in the president yet haven?t yet decided to cast their votes for his Republican challenger.

In a speech that blended the political and the personal, Romney talked in his excerpts of the importance of the love he felt from his parents and that he and his wife Ann have sought to give their children and grandchildren.

?All the laws and legislation in the world will never heal this world like the loving hearts and arms of mothers and fathers,? he said.

Yet the economy is issue No. 1 in the race for the White House, and Romney presented his credentials as the man better equipped than the president to help create jobs.

?When I was 37, I helped start a small company,? he said. ?That business we stated with 10 people has now grown into a great American success story.?

More than the political hoopla, the evening marked one of a very few opportunities any presidential challenger is granted to appeal to millions of voters in a single night.

The two-month campaign to come includes other big moments ? principally a series of one-on-one debates with Democrat Obama ? in a race for the White House that has been close for months. In excess of $500 million has been spent on campaign television commercials so far, almost all of it in the battleground states of Florida, North Carolina, Virginia, New Hampshire, Ohio, Iowa, Colorado and Nevada.

Romney holds a fundraising advantage over Obama, and his high command hopes to expand the electoral map soon if post-convention polls in Pennsylvania, Michigan, Wisconsin and perhaps elsewhere indicate it?s worth the investment.

Romney?s aides scripted a Thursday night program that included a video tribute to Ronald Reagan, the two-term president revered still by conservatives. Former Florida Gov. Jeb Bush also had his moment on the podium, and Newt and Callista Gingrich shared one of their own.

Florida Sen. Marco Rubio was tapped to introduce Romney.

Romney aides said the convention?s final night was designed to fill out a portrait of the GOP nominee as a successful businessman, last-minute savior for a troubled 2002 Olympics and a man of family and faith. A portion of the convention podium was rebuilt overnight so he would appear surrounded by delegates rather than speaking from a distance, an attempt to soften his image as a stiff and distant candidate.

But these aides did not say whether he would offer any new information on what has so far been a short-on-details pledge to reduce federal deficits and create 12 million jobs in a country where unemployment stands at 8.3 percent.

Romney has called for extension of tax cuts due to expire at all income levels at the end of the year, and has proposed an additional 20 percent cut in tax rates across the board. But he has yet to sketch out the retrenchment in tax breaks that he promises to prevent deficits from rising.

Nor has he been forthcoming about the trillions in spending cuts that would be needed to redeem his pledge of major deficit reduction, or about his promise to rein in Medicare or other government benefit programs before they go broke.

His vice presidential running mate, Wisconsin Rep. Paul Ryan, the chairman of the House Budget Committee, has called for remaking Medicare into a program in which the government would send seniors checks to be used to purchase health care insurance.

Under the current approach, beneficiaries pay premiums to the government, which then pays a part of all of their medical bills, and Democrats say the GOP alternative would expose seniors to ever-rising out-of-pocket costs.

Romney said in his fundraising email, as he often does in his speeches, ?We believe in America, even though President Barack Obama?s failed policies have left us with record high unemployment, lower take-home pay and the weakest economy since the great Depression.?

Obama?s surrogates missed no opportunity to criticize Romney, the convention proceedings or Ryan?s own acceptance speech.

?He lied about Medicare. He lied about the Recovery Act,? Obama?s campaign manager, Jim Messina, emailed Democratic donors in a plea for cash.

?He lied about the deficit and debt. He even dishonestly attacked Barack Obama for the closing of a GM plant in his hometown of Janesville, Wisconsin ? a plant that closed in December 2008 under George W. Bush.?

For Romney, 65 and the first Mormon to become a major party presidential nominee, the evening sealed a triumph more than five years in the making. He ran unsuccessfully for the nomination in 2008 after a single term as a moderate Republican governor of a liberal Democratic state.

This year, as then, he was assailed as a convert to conservatism, and a questionable one at that, as Gingrich, former Pennsylvania Sen. Rick Santorum and other rivals battled him for the nomination. With a superior organization and an outside group that spent millions criticizing his foes, Romney eventually emerged as the nominee in early spring.

His selection of Ryan, a young lawmaker admired by fellow conservatives for his understanding of the federal budget, reinforced Romney?s appeal to the right.

The economy alone makes the race a close one, and polling makes clear that Romney enters the fall campaign with strengths and weaknesses.

In the most recent Associated Press-GfK poll, conducted Aug. 16-20, some 48 percent of registered voters said Romney would do a better job handling the economy, while 44 percent chose Obama. The Republican was also favored narrowly on job creation and held a 10-point advantage on the issue of reducing federal budget deficits.

Yet by 51-36, registered voters said Obama better understands the problems of people like them, that the president is a stronger leader and also a more honest and trustworthy candidate.

Polls also show Romney trails Obama among female voters and Hispanics, and the convention was scripted from beginning to end to try and cut into the GOP ticket?s disadvantages in those areas.

The first night of the GOP convention drew an estimated 22.3 million TV viewers, the vast majority over 55. The Nielsen ratings company said that figure was down from the 23.1 million who watched the first full night of the 2008 convention, which nominated John McCain. Nielsen said just 1.5 million of those who watched Tuesday?s convention session were in the 18-34 age group.

Citigroup agrees to pay $590M in shareholder suit

NEW YORK (AP) ? Citigroup is offering to pay $590 million to legal claims by shareholders that its executives dissembled about the bank's growing problems before the financial crisis.

The bank said Wednesday that it agreed to the deal to eliminate the cost and uncertainties associated with litigating the class-action suit. It denied the allegations.

The plaintiffs say Citigroup executives kept mum between February 2007 and April 2008 about huge losses the bank faced on complex mortgage investments. When the problem was disclosed, they say, Citigroup's share price plunged. They blame the bank for their losses.

The New York Bank says it already has set aside enough money to cover the cost of the settlement.

The settlement is subject to court approval. The case is pending in federal court in Manhattan.

Egypt reopens Gaza border crossing for passengers

EL-ARISH, Egypt (AP) ? An Egyptian security official says Egypt has reopened its passenger terminal with the Gaza Strip and resumed normal operations there after nearly three weeks of disruption following a deadly attack on Egyptian soldiers by Islamic militants.

The official said from inside the Rafah crossing that it will be open six days a week, with normal security measures. He spoke on condition of anonymity because he was not authorized to brief reporters.

The closure of the terminal raised tensions between Egypt's Islamist President Mohammed Morsi, of the Muslim Brotherhood, and Gaza's ruling Hamas, which had hoped Morsi would end the enclave's five-year isolation.

Egypt shut down the terminal after 16 Egyptian soldiers were shot dead by masked gunmen while breaking their fast during the holy month of Ramadan on Aug. 5.

Balls of fire rose over the Amuay refinery, among the largest in the world, in video posted on the Internet by people who were nearby at the time. Government officials pledged to restart the refinery within two days and said the country has plenty of fuel supplies on hand to meet domestic needs as well as its export commitments.

The explosion shattered walls of nearby shops, ripped out windows from homes and left the surrounding streets covered with rubble and twisted scraps of metal.

President Hugo Chavez declared three days of mourning and ordered an investigation to determine the cause of the explosion. "This affects all of us," Chavez said by phone on state television. "It's very sad, very painful."

Vice President Elias Jaua, who traveled to the area in western Venezuela, said on state television late Saturday that at least 39 people were killed by the explosion, up from the earlier death toll of 26. He said that the dead included 18 National Guard troops and that six of the bodies had not yet been identified. Other officials said earlier that the dead included a 10-year-old boy.

In a neighborhood next to the refinery, shopkeeper Yolimar Romero said she was at her computer when a shock wave swept over the area shortly after 1 a.m.

"At that instant, the whole house shook as if it were an earthquake," she said. "The windows went flying off with their frames and everything."

Electricity was knocked out, leaving Romero in the dark and her house filled with smoke. She found a flashlight and started looking for her husband and three children.

Outside on the street, the family saw scattered hunks of brick walls and ruins of a National Guard post and about 20 other homes. Bodies were being pulled from buildings down the street.

At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released.

Flames reaching nearly 100 feet into the night air still crackled almost 20 hours after the explosion occurred, giving off searing heat felt by the residents of the neighborhood located approximately 1,000 feet from the refinery.

"This does not seem to be getting any better, I see and feel more and more flames," said Francisco Rojas, a 29-year-old taxi driver from the neighborhood as he loaded some of his belongings into a truck.

"I have a young daughter and my wife, and we don't want to take the risk of dying here," Rojas added.

Officials said firefighters had largely controlled the fire at the refinery on the Paraguana Peninsula, where flames were still visible on Saturday night after billowing dark smoke all day.

The blast occurred about 1:15 a.m. when a natural gas leak created a cloud that ignited, Oil Minister Rafael Ramirez said.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said.

Images shortly after the explosion showed the flames casting an orange glow against the night sky, and injured survivors on a stretcher and in a wheelchair. The bloodied bodies of victims were loaded onto pickup trucks.

Ramirez said a panel of investigators was being formed to determine the cause of the gas leak. A prosecutor was appointed to lead the investigation and troops were deployed to the area.

While the cause of the disaster remains unclear, some oil workers and critics of Chavez's government have recently pointed to increasing numbers of smaller accidents and spills as an indication of problems within the state-run company.

"We warned that something was going to happen, a catastrophic event," said Ivan Freites, secretary general of a 1,200-member union of oil and natural gas industry workers in Falcon state where the refinery is located. He spoke in a telephone interview from an area near the refinery, where he could see the flames raging in the distance.

100% The Invisible War

Kirby Dick is a documentary filmmaker known for picking fights with powerful institutions that operate in secrecy. In the Oscar-nominated Twist of Faith, he scrutinized the abuses of the Catholic Church covering up for sexual predators. In 2006's This Film is Not Yet Rated, he hunted down the then-unknown members of the MPAA ratings board and delivered an overwhelming critique of their ratings hypocrisies. With The Invisible War, Dick has taken on a subject that's even more powerful. The Invisible War, which won some awards at the Sundance film festival, examines the rampant numbers of sexual assaults and rape within the military. Through extensive, emotionally draining interviews and enraging statistics, Dick shows that most of the victims, when courageous enough to report their abuse, are met with skepticism, contempt, and injustice. One interview subject says that being raped isn't what makes her angry the most: "It's the commanders that were complicit in covering up everything that happened." This is a shocking, sobering, and eye-opening documentary that deserves to be seen by every American. You owe it to the brave men and women who serve this country, to see this movie. The ugly truth needs to come out and be finally dealt with. The upsetting statistics of sexual abuse within the military come from the Department of Defense, not an advocacy group, but our own government. Here are some of the most devastating stats: -20 percent of all women in the military have been sexually assaulted and/or raped while serving. -Women are twice as likely to be raped in the military rather than outside it. -Military sexual assault/rape victims have a higher rate of PTSD than soldiers who have fought in combat. This is a profoundly revolting, morally repugnant, and infuriating story presented with damning testimonials clear-eyed logic. When I left the theater, I was radiating unquenchable fury. You could have harnessed my rage as an alternative resource. A lot of people blithely say they support the troops but we as a nation are letting these brave men and women down. The system is letting these people down, protecting rapists, training them to be better rapists, and then setting them loose upon the civilian population to continue their heinous crimes (it's estimated the average sexual predator commits 300 acts in his or her lifetime). Listening to these heartbreaking stories can be grueling, but it is vital to listen. The women speak with such candor and bravery, befitting those ready to lay down their lives out of service for this country. But lest you believe this is merely a "women's issue," the film has a few interviews with male victims as well. With men outnumbering women six to one in the military, men are the majority of the victims of sexual abuse, a fact I doubt many would have known. As the experts attest, for an organization that rewards machismo, the shame for men can be compounded by the rampant homophobia within the American military culture. It's sadly understandable that so many of the interview subjects contemplated or attempted suicide. "Suicide or AWOL, those are your only two real options," a military investigator laments. According to TIME's investigative report, one Iraq and/or Afghanistan veteran commits suicide every day in America. Now remember that stat above concerning PTSD, and think about what the suicide rate must be like for victims of sexual abuse. One military man, husband to a rape victim, breaks down in sobs recounting his phone call for help while he tried to stop his wife from taking her own life. Watching proud, grown men break down into tears when they try and make sense of their institution harming their wives or daughters, it's heartbreaking all its own. These veterans would not advise any woman to consider a career in the military, not when this is the sorry state of justice. These victims were often handled with apathetic, callous, or downright hostile behavior, often being blamed for being attacked. These victims risked their careers to report their abuses, expecting some semblance of justice, and many times they were simply ignored or punished for "making waves." One interview subject talks about how her commanding officer related that he had heard about three rape accusations that week and incredulously asked if the women were all in cahoots. One woman was raped and then charged with adultery; she wasn't married but her rapist was, though he was never brought up on charges. Dick's documentary lays a clear argument that giving the commanding officers, people often without any legal training whatsoever, the power to prosecute cases leads to plenty of ignored abuses. In 2010, the military reported 3,158 reports of sexual abuse (remember that 80 percent of cases generally go unreported), but only one-sixth of those cases lead to a court martial and only 175 of the assailants served jail time. And when they do serve jail time, it's often knocked down to mere weeks. That way, the convicted serviceman doesn't get charged with a felony. This also means when they leave the military, the convicted sexual offender does not have to register with a national sex offender database. When investigations do arise, they are routinely stonewalled. What emerges from this inflammatory documentary is that the command's response wasn't to protect the victims but to protect the accused, time and again. These commanders are supposed to be objective and impartial arbitrators, but this is hardly the case. It's all about saving face, and a commander looks bad when he has a rapist in his unit, so rather than expel and punish the rapist, the military often drops the case and punishes the victim. Sometimes the commanding officer the victims are supposed to report the abuse to was in fact the perpetrator. In those instances, the victims have no possible path to justice. Major General Mary Kay Kellogg, Director of the Sexual Assault Prevention and Response Office (DOSAPRO), said victims could appeal to the Defense Department's Attorney General, hence going over their commander's head. Except that of the almost 3,000 cases sent to the DOD AG, not a single case was ever prosecuted. Kellogg also absurdly suggests that victims petition their Congressman. Just imagine a civilian being raped and told, "Better ask your Congressman if you want justice." The response to the systemic abuses has been ineffectual. The military response was to raise awareness, not sift out rapists from the ranks and protect their own soldiers from sexual predators. The ad campaign to raise awareness is jaw-dropping, with slogans like, "Wait til she's sober," and a horrendously ear-splitting rap song about sexual assault prevention. It's so bad you can almost feel the seething resentment of the military. There's also an informative video with a dramatization of a woman, fleeing helplessly after a man tries to touch her (the fact that this dramatization makes the woman look silly is intentional, me thinks). This woman runs into another serviceman who admonishes her, "Where's your buddy?" The implication is that women should know that they can be raped at any time unless accompanied by a buddy. Does this not imply that every man in the military is capable of rape at the drop of a hat? And what if that buddy ends up being your rapist? The military builds a greater sense of camaraderie, and the men and women in uniform feel like a family. As one interview subject notes, when one soldier rapes another, it is akin to a crime of incest, a betrayal of that family. One victim was told she brought on the sexual harassment because of what she was wearing... which just happened to be her military uniform. Dick's film is obviously advocating a very specific side, but who cares about the idea of presenting balance given the subject? The Department of Defense spokespersons and their rote, officious responses are edited for some major points of baffled, incredulous laughter, as we contrast their company line with the testimonials of the men and women they failed to protect. Again, I return to the notion that not every story has two sides. What exactly is the other side in this epidemic of abuses? What possibly could the merits of the other side be, the status quo? This is not just some anti-military screed. In fact, many of the participants speak so highly of the ideals of the military, the duty to serve, and their genuine feelings of belonging to these hallowed institutions. This makes their disillusionment all the more distressing. Almost every interview subject has a military background, some discharged and some retired, and the movie presents its claims with clear, level evidence. The testimonials are so damming, the abuses so clearly documented, the obfuscation from justice so repeatedly maintained, that I cannot even fathom a second side to this story. When it comes to sexual assault, there is only one side to this issue. Dick also doesn't overplay the obvious emotional appeals in the film. There is plenty, but he doesn't sensationalize the drama or amplify the emotions in a self-serving manner. Instead, the film looks to clearly examine a systematic problem. Rather than deal only with potent outrage, Dick's film is also a call to action with some strong ideas on how to better protect the victims of sexual abuses. Set up an independent system of justice outside of the commanders' control, and work on preventing rapists from joining the military rather than cutting down the possibilities of how women can be raped. How about we punish the guilty party? Last year, a group of veterans who had been sexually abused, initiated a class-action lawsuit against the military. This suit was dismissed by the court because, in their words, rape was an "occupational hazard of military service." Reread that sentence again. Let it sink in. Now ask yourself is that at all acceptable given the values we profess for our country? The culture within the military is simply that rape and sexual abuses are just not that big of a deal (a Congresswoman admits that the Defense AG told her they have "other, higher priorities" to worry about), and so it all continues. The implication is that for the military to function, you're going to have to excuse some excess, that excess being an estimated 30,000 sexual assaults a year. I'd like the military brass to explain to me what number would be unacceptable. How prevalent do these abuses need to be before proper action is taken, and not some facile PR, face-saving empty gesture, but something real? To me, one rape is one too many. Dick's excoriating advocacy documentary is powerful, furious, but sensitive to the victims and their horrifying ordeals. It declares that we can and should do better. In April, Secretary of Defense Leon Panetta watched The Invisible War and two days later made some changes. He took the decision to prosecute away from the commanders. It's a start, but there's a long way to go to fixing the military's patronizing view of women. The movie opens with a series of advertisements targeted at women through the years, and the treatment is astoundingly patronizing and the film's only spot of bleak humor. At one point, one of the victims asks if she and her fellow victims hypothetically deserve purple hearts for being wounded in battle too. "We're never going to get anything," another replies. These victims deserve recognition and justice, which has long been denied them. You won't see a more challenging, infuriating, and compelling documentary of this year. It's hard to watch at many points, and I cried at five separate occasions, but this is a movie that needs to be watched. My biggest discouragement as a mother is my own lack of self-control and the constant reminder in my attitude of my sinfulness.

What I desire? To parent with all?gentleness?and grace, facing each challenge with a gospel-lesson. Reality? Not always that.

But if we ask, then listen, the Lord speaks. And He says to me, as He says to you?

?Feed my sheep?. I know He really said it to Peter, but the application is there. And it is?rich?and?deep?and?wide.

Purpose of Parenting

Really, it?s all in understanding the purpose of parenting as a Christian. Too often I think, even in Christian circles, it?s been treated as a peripheral job?herein lies a huge problem. Why have we been given children??Our motive will determine our methods.

Of all the things that our children are?cute and cuddly, fun to watch, mess-makers and time-takers,?they are our disciples.?They were given to us to shepherd. And listen to this?before Jesus told Peter to ?feed my sheep?, He questioned him: ?Do you love Me?? In other words,??if you love Me,?prove it?by tending my lambs?. Just stop there and chew on that for a minute.

The reason we are so often prone to frustration is that first of all, lambs are foolish. That?s why they need tending. They do dumb things and they have no idea about the ravenous wolves. That?s why they need a shepherd.

But?if we don?t understand this role that God Himself has given us, then their foolishness becomes a source of irritation (?Why can?t they just do what they?re supposed to do!?) instead of a precious?opportunity?to lead, guide and protect them. Remember, ?tending? takes time.

If my life becomes about living for?my?desires and aims, and I forget that Christian motherhood requires me to die to my flesh, then these foolish little lambs are simply in the way.

We parent in frustration mostly because we forget that we are shepherds.

The Secret:

Here?s the ?secret? I promised:

As earthly shepherds of these lambs, our method MUST be about taking them to the Great Shepherd. And I mean?every day, every offense. Because if I am not always showing them why we must do or not do certain things, in light of God?s Word, I?m not showing them the gospel. I?m just trying to make ?good children?. And if I?m not showing them the gospel, I?m not tending the sheep.

Ah?when the light breaks through, again, and the Lord breathes new life into my work, it is a glorious thing.

Above is a photo of the brand new Samsung ?Experience??retail store in?Australia. Unsurprisingly, everyone is picking on Samsung for taking many cues straight from Apple?s successful retail look. As you can see, there are islands in the store that display Sammy?s newest products, just as you would see in Apple?s. Along with the looks, Samsung has even gone as far as to have ?Samsung Smart Tutors? who are a team of Samsung techies to help you with all of your questions. Come on, didn?t you think that was just a little too much??

Crazy enough, all employees are required to also wear blue shirts, but that?s just because Samsung?s company color happens to be blue. I for one look forward to the day an Experience store opens up near me. I can go in there, buy a Galaxy Tab, and then return it stating that I was?mistaken?and thought I was in an Apple store buying an iPad.

COLUMBUS, Ohio (AP) ? Mitt Romney and running mate Paul Ryan look to shrug off the latest in a series of unwanted distractions when they face Ohio voters as the Republican presidential ticket for the first time.

The two men are appearing at a Columbus-area rally Saturday morning, less than 24 hours after Romney raised the discredited rumor that President Barack Obama wasn't born in the United States. The comment, and his efforts to explain it, overshadowed Romney's economic message as he campaigned near his Michigan birthplace on Friday.

The Ohio rally is expected to be Romney's final public appearance of the weekend ahead of the Republican National Convention in Tampa, Fla., where the former Massachusetts governor will formally accept the presidential nomination.

While GOP officials suggest they have momentum on their side heading into the crucial period, Romney and his party have faced tough questions in recent weeks on Medicare and abortion.

Now his joking reference to the president's birth certificate links him to the so-called birther movement and a wing of his party ? a combined 25 percent in an April Pew Research Center poll ? that says it either isn't sure or doesn't believe Obama was born in the United States.

Earlier in the week, Romney caused another stir by declaring that big business was "doing fine" in the current struggling economy in part because companies get advantages from offshore tax havens.

Still, polls suggest that the presidential contest is essentially a tossup as Obama struggles under the weight of the nation's weak economy.

The president's re-election campaign has pushed voter attention away from the economy in recent weeks, particularly after Romney's selection of his running mate, Ryan, the architect of a controversial budget plan that would transform Medicare into a voucher-like system for future retirees.

Democrats have also seized on Missouri Senate candidate Rep. Todd Akin's recent suggestion that women's bodies can prevent pregnancy in cases of "legitimate rape."

The congressman announced Friday that he would not leave his Senate contest despite overwhelming pressure from Romney and top Republican officials.

Romney made his birth certificate remark at a large outdoor rally in Michigan, where he grew up and where his father, George, served as governor. He told supporters that he and his wife, Ann, had been born at nearby hospitals.

"No one's ever asked to see my birth certificate. They know that this is the place that we were born and raised," Romney said.

The crowd of more than 7,000 responded with hearty laughter.

Obama campaign spokesman Ben LaBolt swiftly denounced the remark, saying Romney "embraced the most strident voices in his party instead of standing up to them."

Romney was asked about his remark in a CBS interview later in the day.

"No, no, not a swipe," Romney said. "I've said throughout the campaign and before, there's no question about where he was born. He was born in the U.S. This was fun about us and coming home. And humor, you know ? we've got to have a little humor in a campaign."

The authenticity of Obama's birth certificate has been questioned by some Republican critics who insist Obama is not a "natural-born citizen" as required by the Constitution. Obama released a long-form version of his birth certificate last year as proof that he was born in Hawaii in 1961.

But conservative questions have lingered. And Romney has declined to condemn such questions, particularly from prominent donor Donald Trump.

The Obama campaign released a web video Friday night featuring Romney's remark and declaring that, "America doesn't need a birther-in-chief." Democrats intend to keep the pressure on as the Republican convention gets under way.

Obama was spending the weekend at Camp David, the presidential retreat in Maryland, as Republicans began gathering in Tampa for their convention. But Democrats were planning to counter Romney's message throughout the week.

Reaching out to young voters, a key component of his 2008 election, Obama was making stops in the college towns of Ames, Iowa, Fort Collins, Colo., and Charlottesville, Va., on Tuesday and Wednesday.

Vice President Joe Biden canceled plans to give a speech in Tampa on Monday, a short distance from the convention site, to help ensure emergency officials can focus on Tropical Storm Isaac. But he is expected to travel on Tuesday to Orlando and St. Augustine, Fla.

Shortly after Ryan gives his convention address on Wednesday night, first lady Michelle Obama is set to appear on CBS' "Late Show With David Letterman," offering a counter to the Republican message. The high-profile events are paired with a number of smaller gatherings around the country by Democrats aiming to attract female voters and a bus tour with party activists in Ohio, Pennsylvania and Wisconsin.

Obama campaign deputy campaign manager Stephanie Cutter said the president's team was "not going to cede four days of this campaign just because of a party convention."

In the week ending August 18, the advance figure for seasonally adjusted initial claims was 372,000, an increase of 4,000 from the previous week's revised figure of 368,000. The 4-week moving average was 368,000, an increase of 3,750 from the previous week's revised average of 364,250.

The advance seasonally adjusted insured unemployment rate was 2.6 percent for the week ending August 11, unchanged from the prior week's unrevised rate.

The advance number for seasonally adjusted insured unemployment during the week ending August 11, was 3,317,000, an increase of 4,000 from the preceding week's revised level of 3,313,000. The 4-week moving average was 3,311,500, an increase of 6,500 from the preceding week's revised average of 3,305,000.

UNADJUSTED DATA

The advance number of actual initial claims under state programs, unadjusted, totaled 310,121 in the week ending August 18, a decrease of 7,320 from the previous week. There were 344,870 initial claims in the comparable week in 2011.

The advance unadjusted insured unemployment rate was 2.5 percent during the week ending August 11, unchanged from the prior week's unrevised rate. The advance unadjusted number for persons claiming UI benefits in state programs totaled 3,164,819, a decrease of 15,192 from the preceding week. A year earlier, the rate was 2.8 percent and the volume was 3,557,586.

The total number of people claiming benefits in all programs for the week ending August 4 was 5,594,498 , a decrease of 109,812 from the previous week.

Extended benefits were only available in Idaho during the week ending August 4.

Initial claims for UI benefits by former Federal civilian employees totaled 1,144 in the week ending August 11, a decrease of 102 from the prior week. There were 2,577 initial claims by newly discharged veterans, an increase of 39 from the preceding week.

There were 17,456 former Federal civilian employees claiming UI benefits for the week ending August 4, a decrease of 659 from the previous week. Newly discharged veterans claiming benefits totaled 38,487, a decrease of 1,612 from the prior week.

States reported 2,326,635 persons claiming EUC (Emergency Unemployment Compensation) benefits for the week ending August 4, a decrease of 47,334 from the prior week. There were 3,086,781 persons claiming EUC in the comparable week in 2011. EUC weekly claims include first, second, third, and fourth tier activity.

The highest insured unemployment rates in the week ending August 4 were in Puerto Rico (4.7), theVirgin Islands (4.6), Pennsylvania (3.8), New Jersey (3.7), Connecticut (3.6), Alaska (3.6), California (3.5), Rhode Island (3.2), New York (3.1), and Nevada (3.0).

The largest increases in initial claims for the week ending August 11 were in California (+7,941), Puerto Rico (+1,980), Oregon (+755), Idaho (+527), and Connecticut (+306), while the largest decreases were in Michigan (-2,324), Pennsylvania (-1,879), Indiana (-1,485), Illinois (-1,223), and Massachsetts (-1,212).
