Task force calls for routine HIV testing for all adults

CHICAGO (Reuters) - An influential U.S. panel is calling for HIV screening for all Americans aged 15 to 65, regardless of whether they are considered to be at high risk, a change that may help lift some of the stigma associated with HIV testing.

The new guidelines from the U.S. Preventive Services Task Force (USPSTF), a government-backed panel of doctors and scientists, now align with longstanding recommendations by the U.S. Centers for Disease Control and Prevention for testing of all adults aged 15 to 65, regardless of their risk.

Guidelines issued by the USPSTF in 2005 had recommended HIV screening for high-risk individuals.

Experts said the change, published on Monday in the Annals of Internal Medicine, will likely trigger coverage for the tests as a preventive service under the Affordable Care Act. Under President Barack Obama's healthcare law, insurers are required to cover preventive services that are recommended by the task force.

Currently, the healthcare law recommends coverage of HIV testing for adolescents and adults who are at high risk of infection.

"That was based on the 2005 USPSTF recommendations," Dr. Jeffrey Lennox, a professor of medicine at Emory University School of Medicine and chief of infectious disease at Grady Memorial Hospital, an inner-city hospital in Atlanta.

"Now, hopefully they will go back and recategorize that and recommend that it will be covered for every adult."

Joanne Peters, a spokeswoman for the U.S. Department of Health and Human Services, said the U.S. Preventive Services Task Force ranks preventive services based on the strength of the scientific evidence documenting their benefits.

"Preventive services with a 'grade' of A or B will be covered under these rules. This includes today's HIV screening recommendations," Peters said.

For doctors, the new recommendations should help clear up any confusion about testing among some primary-care doctors who have not been offering the test to all their adult patients. "Now, everybody agrees it should be done," Lennox said.

Task force member Dr. Douglas Owens, a medical professor at Stanford University, said, "We do hope the fact that the guidelines are all very similar will provide an impetus for people to offer screening because it is a very critical public-health problem."

50,000 NEW INFECTIONS A YEAR

Despite strides in reducing cases of HIV infection in the United States in the past three decades, as many as 50,000 Americans become infected with the virus each year.

The CDC estimates that almost 1.2 million people in the United States are infected with HIV, yet 20 percent to 25 percent of them do not know it.

"The Task Force's new recommendations will expand the number of Americans who know their HIV status and can take action to protect themselves and their partners," Dr. Jonathan Mermin, director of the CDC's Division of HIV/AIDS Prevention, said in a statement.

The recommendations are based on evidence showing the benefits and risks of testing and treatment for HIV, the virus that causes AIDS. Recent studies have shown that HIV treatment can reduce transmission of the virus to an uninfected partner by as much as 96 percent but there is no cure for the disease.

The group also recommends that teens younger than 15 and adults older than 65 should be screened if they are at increased risk for HIV infection. And it recommends that all pregnant women - including those in labor - who do not know their HIV status should be tested.

The guidelines call for screening at least once for all adults, and it recommends periodic screening for individuals at higher risk of infection. But it does not specify how frequently people at high risk for infection should be tested.

High-risk groups include those who have sex with gay or bisexual men, illicit drug users and economically disadvantaged populations in which HIV rates are high.

Owens said testing all adults within a certain age range may help reduce any stigma associated with testing and encourage people to get tested.

According to the CDC, stigma has been a major stumbling block that keeps many from seeking out testing, and the hope is that the change will make HIV testing a common part of medical care.

"CDC believes HIV testing should be as routine as a cholesterol test or a blood pressure check - but so far fewer than half of Americans have ever been tested," Mermin said.

As with the CDC recommendations, the USPSTF guidelines recommend that all individuals be offered the test as well as a chance to opt out of testing.

Lennox and others said it is too early to say whether the new guidelines will result in a significant increase in the number of tests, but the potential for insurance coverage may help.

Dr. Gerald Schochetman, senior director, infectious diseases and diagnostic research for Abbott Laboratories' Abbott Diagnostics, which makes an HIV test, said the task force recommendation will put more emphasis on the need for all adults in the United States to be tested and should encourage more doctors to discuss the need for testing with their patients.

Asian markets mixed after US, Japan economic data

SEOUL, South Korea (AP) ? Asian stock markets wavered Monday as investors awaited the European Central Bank's interest rate decision later this week after disappointing U.S. growth data.

South Korea's Kospi lost 0.3 percent to 1,938.63 and Hong Kong's Hang Seng edged down 0.1 percent to 22,535.15.

Australia's S&P/ASX 200 gained 0.4 percent to 5,119.70 and stocks in Taiwan, Indonesia and New Zealand also rose. Markets in mainland China and Japan were closed for holidays.

The U.S. government said Friday that the economy expanded 2.5 percent in the first quarter over a year earlier, falling short of expectations of 3 percent growth and compounding worries about the global economy. The report came after Japan said its consumer prices fell 0.9 percent in March, underlining challenges to the government's efforts to pull the economy out of a long spell of debilitating deflation.

The downbeat reports were tempered by expectations the European Central Bank will either lower interest rates or expand financial support for the 17-country euro area at its meeting Thursday, said Lim Ho-sang, a Seoul-based economist at Samsung Futures.

Investors are also waiting for more data to better assess the health of the U.S. private sector as the weaker-than-expected growth of the U.S. economy largely stemmed from lower government spending. U.S. March housing sales and April employment figures are scheduled to be released this week.

Benchmark oil for June delivery was down 31 cents to $92.69 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 64 cents to $93 a barrel on Friday.

In currencies, the euro rose to $1.3047 from $1.3029. The dollar fell to 97.59 yen from 98.03 yen.

Leadership emerges spontaneously during games

Apr. 29, 2013 ? Video game and augmented-reality game players can spontaneously build virtual teams and leadership structures without special tools or guidance, according to researchers.

Players in a game that mixed real and online worlds organized and operated in teams that resembled a military organization with only rudimentary online tools available and almost no military background, said Tamara Peyton, doctoral student in information sciences and technology, Penn State.

"The fact that they formed teams and interacted as well as they did may mean that game designers should resist over-designing the leadership structures," said Peyton. "If you don't design the leadership structures well, you shouldn't design them at all and, instead, let the players figure it out."

Peyton, who worked with Alyson Young, graduate student in information systems, and Wayne Lutters, associate professor of information systems, both at the University of Maryland, Baltimore County, said that the players quickly adopted a leadership structure that resembled the U.S. military's leadership hierarchy.

"One of the surprising things is that although the people in the game were not related in any way to the military, many of the teams organized along military lines, from designations to filing situation reports," said Peyton.

The researchers, who presented their findings at the 2013 Annual Conference on Human Factors in Computing Systems in Paris today (April 29), examined 54,000 posts of 2,500 players who took part in the I Love Bees game. Microsoft released the game in 2004 as part of a viral marketing campaign to promote the release of the company's Halo 2 video game. The object of the I Love Bees game was to decode messages from a beekeeper's website that was supposedly hacked by aliens. The coded messages revealed geographic coordinates of real pay telephones situated throughout the United States. Players then waited at those payphones for calls that contained more clues.

Because the game did not have a leadership infrastructure, players established their own websites and online forums on other websites to discuss structure, strategy and tactics.

A group of gamers from Washington, D.C., one of the most successful groups in the game, established an organization with a general and groups of lieutenants and privates. The numbers of members in each rank were roughly proportional to the amount of soldiers who fill out ranks in the U.S. military, Peyton said.

The players assigned their own ranks, rather than have ranks dictated to them. The general oversaw the strategy, while lieutenants mostly handled specific tactics for accomplishing the strategy. The privates carried out orders from the lieutenants.

As the game progressed, members researched military terminology and frequently used terms, such as armies, platoons and companies, in their message board posts. Peyton said that the increased militarization after 9/11 may have influenced this choice in terminology.

"The concept of militarization is more of a part of the collective imagination now, post 9/11," Peyton said.

Peyton said the study also shows the power of games to inspire people to work.

"These people did all of this work with no tangible reward, no promise of a free game, or anything," said Peyton. "The strict line between work and leisure is disappearing."

American Medical Association questions Guantanamo force-feedings

MIAMI (Reuters) - The Navy sent extra medical personnel to the Guantanamo detention camp because of a growing hunger strike, and the American Medical Association questioned whether doctors were being asked to violate their ethics by force-feeding prisoners.

The reinforcements arrived at the weekend and included about 40 nurses, specialists and hospital corpsmen, who are trained to provide basic medical care, Army Lieutenant Colonel Samuel House, a spokesman for the detention camp said, said on Monday.

He said 100 of the 166 detainees had joined a hunger strike that began in February to protest their continued detention at the Guantanamo Bay U.S. Naval Base in eastern Cuba. Twenty-one of those had lost enough weight that they were being fed liquid supplements via tubes inserted in their noses and down into their stomachs, House said.

Five were in the hospital for observation but did not have life-threatening conditions, he said.

On Thursday, the president of the American Medical Association sent a letter to U.S. Defense Secretary Chuck Hagel reiterating its long-held position that it is a violation of medical ethics to force-feed mentally competent adults who refuse food and life-saving treatment.

The letter from the AMA's president, Dr. Jeremy Lazarus, stopped short of asking Hagel to halt force-feedings at Guantanamo.

It urged the defense secretary "to address any situation in which a physician may be asked to violate the ethical standards of his or her profession."

Hagel had just returned from a trip to the Middle East and it was unclear whether he had seen the letter, said Pentagon spokesman Army Lieutenant Colonel Todd Breasseale.

Asked if military doctors had raised ethical concerns about being asked to perform force-feedings, Breasseale said, "I can tell you there have been no organized efforts, but I cannot speak for individual physicians.

"I can tell you that we will not allow detainees to harm themselves, and this includes attempts at suicide - including self-induced and peer-pressured starvation to death," he said.

The military has said that some prisoners are pressuring others to join the hunger strike, and that some of those being tube-fed occasionally eat regular meals or voluntarily drink nutritional supplements when they are removed from their cell blocks and are alone with medical personnel.

"It has been the case all along," House said. "Some will eat one meal, and are tube-fed during another, while drinking nutrient at another meal ... Once they are approved (for tube-feeding) they are given the choice."

Military officials say the feedings are done gently, using soft, flexible, lubricated tubes.

Attorney David Remes, who was notified by the military that his Yemeni client, Yasin Ismael, was being tube-fed, gave a starkly different description.

"It can be extremely painful. One of my clients said that it's like having a razor blade go down through your nose and into your throat," Remes said.

He said detainees who resist tube-feedings were forcibly removed from their cells by soldiers in riot gear. "It's really like the way you would treat an animal," he said.

All sides blame the hunger strike on detainee frustration over the Obama administration's failure to carry out its promise to close the detention camp by 2010.

Mississippi man to appear in federal court in ricin letters case

TUPELO, Mississippi (Reuters) - A Mississippi martial arts instructor is expected to appear in a federal court on Monday to face charges in connection with the mailing of letters containing the deadly poison ricin to President Barack Obama and other U.S. officials.

Everett Dutschke, 41, was arrested on Saturday in Tupelo, Miss., after authorities searched his former business and home. He was held in custody over the weekend and will make his first court appearance before a U.S. magistrate in Oxford on Monday.

His arrest came about two weeks after suspicious letters intended for Obama and U.S. Senator Roger Wicker of Mississippi were intercepted in Washington. Tests showed they were tainted with ricin, a highly lethal poison made from castor beans. Another such letter was sent to a Mississippi state judge.

Authorities initially arrested another Mississippi man, Kevin Curtis, in the case but dropped the charges last week after a search of his house failed to turn up any evidence of his involvement.

Dutschke's name surfaced at a court hearing when Curtis' attorney suggested someone had framed her client and mentioned a running feud between the two men.

Authorities said Dutschke was charged with "developing, producing, stockpiling, transferring, acquiring, retaining and possessing a biological agent, toxin and delivery system, for use as a weapon, to wit: ricin."

He faces a possible life sentence if convicted.

Dutschke's attorney, Lori Basham, did not return calls seeking comment. She said last week that Dutschke had denied having anything to do with the ricin letters and had said he was cooperating with federal officials during their searches.

The ricin-tainted letters were discovered just days after the bombings of the Boston Marathon and during the massive police manhunt for those responsible, helping to fuel anxiety in the United States, especially in the capital.

The case rekindled memories of the 2001 U.S. anthrax attacks that killed five people and puzzled investigators for years. The Justice Department later said that a U.S. scientist who committed suicide was responsible.

HeartWare loss smaller than expected; shares rise

(Reuters) - Medical device maker HeartWare International Inc reported a smaller-than-expected first-quarter loss after sales of its heart pump soared 62 percent, sending its shares up 8 percent in after-market trading.

During the quarter, the company sold 482 of its flagship HVAD pumps, which won approval from U.S. health regulators in November.

HeartWare shares dipped during the company's post-earnings call with analysts after it said an investigation into a patient's death, which was reported by U.S. health regulators in late-March, showed that there may have been one more such incident related to the HVAD device. "We suspect that most likely cause of the event is an electrostatic discharge during battery replacement (which) could have caused the software to function improperly," Chief Executive Doug Godshall said.

Godshall said the second incident may have happened previously although it would be difficult to prove "definitively".

"We note that both patients had uncommon underlying medical conditions that greatly increased the risk of mortality in event of any disruption in pump performance."

Godshall said the company plans to update the instructions in the patient manual so as to specifically warn about the electrostatic issue.

The company's net loss narrowed to $12.9 million, or 87 cents per share, in the quarter ended March 31, from $18.8 million, or $1.33 per share, a year earlier.

Net revenue jumped 87 percent to $49.2 million.

Analysts had expected a loss of $1.20 per share on revenue of $39.7 million, according to Thomson Reuters I/B/E/S.

HeartWare shares were up at $91.60 in extended trading after closing at $85.42 on the Nasdaq on Monday.

Pathological gambling caused by excessive optimism

Apr. 29, 2013 ? Compulsive gamblers suffer from an optimism bias that modifies their subjective representation of probability and affects their decisions in situations involving high-risk monetary wagers. This is the conclusion drawn by Jean-Claude Dreher's research team at the CNC (Centre de Neurosciences Cognitives, CNRS / Universit? Claude Bernard Lyon 1). These findings, published in the May print edition of Psychological Medicine, could help explain and anticipate certain individuals' vulnerability to gambling, and could lead to new therapeutic approaches.

A growing number of gamblers suffer from pathological gambling, a disease that is usually characterized as either a loss of impulse control or a behavioral addiction. It results in an inability to limit the frequency of gambling and the amount of money wagered. This increasingly common psychiatric disorder creates financial, professional and personal hardships that can have severe consequences for the patients and the people around them. The mechanisms responsible for its emergence and development remain largely unknown, which limits the clinician's ability to proceed with a diagnosis, prognosis or effective treatment for this condition.

In this study, the researchers set out to test and verify the hypothesis that links pathological gambling to an alteration of probabilistic reasoning. The capacity to reason in probabilistic terms appears only at an advanced stage of human intellectual development (in fact, the basic concept of probability is not fully understood until the age of 11 or 12). Pioneering research in the late 1970s had already shed light on the difficulties that people experience in situations involving risk or uncertainty. These difficulties are reflected in the development and perpetuation in adults of cognitive biases1 specific to probabilistic decision-making, one of the most common being probability distortion (2).

The researchers conducted an experiment on compulsive gambling patients using a standard experimental economics task and a mathematical model for measuring both probability distortion and a more general optimism bias in relation to high-risk bets. The primary result obtained confirms the general hypothesis of a distortion, associated with pathological gambling, in the subjective representation of probabilities. The results also show that the compulsion to gamble is not explained by an exaggerated distortion of probability, but rather by an increased optimism bias. In other words, regardless of the objective probability of winning a high-risk bet, gamblers tend to act as though this probability were greater than it actually is. The researchers also observed that in the patient population under study, the intensity of this bias was significantly correlated to the severity of the symptoms.

For clinical psychiatrists, the simplicity of the procedure used to reach this conclusion could offer a rapid and reliable way of measuring the representation of probability, thus allowing them to refine both their diagnoses and therapeutic decisions. This study raises many new questions for researchers in the cognitive neurosciences: how does the brain represent the probability of winning? How do the cerebral structures responsible for this representation interact with the structures involved in the development and perpetuation of an addiction? Is a pathological gambler's particular relationship to probability accompanied by an increased sensitivity to reward and/or insensitivity to monetary loss? These important questions are now being investigated at the CNC.

The iPhone Is One of the Best Android Phones You Can Buy

The addition of Google Now to the iOS App Store has granted iPhone owners access to one of Google's most useful products. But it did something else, too. It made the iPhone a better Android phone than the vast majority of Android phones you can buy.

The Android Experience

Let's be clear right up front; if you want a top-flight, pure Android phone, you should be looking at the Galaxy S4 or Nexus 4 or HTC One, full stop. Not only do they?and a few other flagship handsets?feature powerful hardware, they're also equipped with Jelly Bean, Google's last major Android update. They're wonderful, you would enjoy them.

But those phones represent a lonesome minority, an elite advanced guard that most existing Android handsets may never join. Only 25 percent of Android devices run Jelly Bean, which means that only one in four can access Google Now.

And most older phones will never get promoted. And even if they do, individual app updates?even for Google products?can take forever.

By contrast, today's addition of Google Now to Google Search means that any phone running iOS 6?which means every iPhone back to and including 2009's 3GS?has access to one of Android's marquee features.

And that's just Google Now. There are 25 Google iPhone apps available in the iOS App Store today. Nearly all of them have been updated in the last three months, and the ones you use the most?Gmail, Google Maps, Chrome, etc?are kept up as up to date as their Android counterparts. They work in harmony, too; trying to find directions in Google Now will open Google Maps instead of Apple's mediocre alternative. And as long as you're signed in with your Google account, what you do on one device carries over to any other.

Combine that interwoven goodness with the iPhone's exquisitely chamfered, super-lightweight body, and you've got yourself quite a package. To the extent that the Android experience is the Google experience, you really can't do much better.

What's Missing

There's more to Android than just Google apps, of course. The iOS desktop experience is far more rigid than what you'll find on even the clunkiest Froyo device. And while iOS notifications go a long way towards the seamless integration of Google services, you still can't get anything approaching the customizability Android provides with stock iOS.

But even that objection is largely surmountable. Jailbreaking an iPhone doesn't give you the same godlike powers as rooting an Android device, but it does let you continue to use App Store apps (like Google's) and make the phone look and feel like your own. Or like? Android.

The other big drawback is that some Google apps on iOS will lag behind, say, the latest Nexus release on certain features. But at least you can be more confident that you'll get them eventually.

What a Google Wants

The fact is, Google still doesn't ultimately care what device you're using its services on, just so long as you're using them. That's not going to change any time soon. Openness is baked into all of Google's services. Whereas iMessage's one true aim is to keep you bottled up inside iOS forever, Google has built Drive, Mail, and all of its other pillars to be as platform-neutral as possible. The more people using Google, the more highly relevant ads the company can serve.

And while the iPhone has always benefited from that to some degree?especially since Mountain View took charge of its iOS apps once and for all?Google Now's iOS availability is a strong acknowledgment that the company's willing to prioritize mass adoption of its best features ahead of getting its legacy Android devices up to speed.

What that means for you?since iOS updates bring so many legacy devices along with them?is that you can have more faith that an iPhone you buy today will get future Google bells and whistles than the vast majority of currently available Android phones.

Again, by all means, get an HTC One or a Galaxy S4. But do it for the design or the skin or the camera or the features. If it's Google you're looking for, you might just want to swing by the nearest Apple Store.

Fire breaks out in Bangladesh building where 377 die

DHAKA (Reuters) - Fire broke out on Sunday in a garment factory that collapsed in the Bangladeshi capital, complicating attempts to find any survivors of a disaster that has killed 377 people.

Fire service officials said the blaze had been started by sparks from cutting equipment used by rescuers.

Police said the owner of the factory, Mohammed Sohel Rana,

was arrested on Sunday trying to flee to India, as hopes of finding more survivors from the country's worst industrial accident began to fade.

Rana was arrested by the elite Rapid Action Battalion in the border town of Benapole, Dhaka District Police Chief Habibur Rahman told Reuters, ending a four-day manhunt that began after Rana Plaza, which housed factories making low-cost garments for Western retailers, caved in on Wednesday.

Bangladesh television showed Rana, a local leader of the ruling Awami League's youth front, being flown by helicopter to the capital Dhaka, where he will face charges of faulty construction and causing unlawful death.

Authorities put the latest death toll at 377 and expect it to climb higher with hundreds more still unaccounted for.

Four people were pulled out alive on Sunday after almost 100 hours beneath the mound of broken concrete and metal, and rescuers were working frantically to try to save several others still trapped, fire services deputy director Mizanur Rahman said. One woman was pulled out of debris by rescuers but died, fire service officials said.

"The chances of finding people alive are dimming, so we have to step up our rescue operation to save any valuable life we can," said Major General Chowdhury Hassan Sohrawardi, coordinator of the operation at the site.

About 2,500 people have been rescued from the wrecked building in the commercial suburb of Savar, about 30 km (20 miles) from the capital, Dhaka.

Officials said the eight-storey complex had been built on spongy ground without the correct permits, and more than 3,000 workers - mainly young women - entered the building on Wednesday morning despite warnings that it was structurally unsafe.

A bank and shops in the same building closed after a jolt was felt and cracks were noticed on some pillars on Tuesday.

Police said one factory owner gave himself up on Sunday following the detention of two plant bosses and two engineers the day before.

Anger over the disaster has sparked days of protests and clashes, with police using tear gas, water cannon and rubber bullets to quell demonstrators who set cars ablaze.

Garment workers blockaded a highway in a nearby industrial zone of Gazipur on Sunday demanding capital punishment for the owners.

The main opposition, joining forces with an alliance of leftist parties which is part of the ruling coalition, called for a national strike on May 2 in protest over the incident.

BUILT ON A FILLED-IN POND

Wednesday's collapse was the third major industrial incident in five months in Bangladesh, the second-largest exporter of garments in the world behind China. In November, a fire at the Tazreen Fashion factory in a suburb of Dhaka killed 112 people.

Such incidents have raised serious questions about worker safety and low wages, and could taint the reputation of the poor South Asian country, which relies on garments for 80 percent of its exports. The industry employs about 3.6 million people, most of them women, some of whom earn as little as $38 a month.

Emdadul Islam, chief engineer of the state-run Capital Development Authority (CDA), said on Friday that the owner of the building had not received the proper construction consent, obtaining a permit for a five-storey building from the local municipality, which did not have the authority to grant it.

Furthermore, three other storeys had been added illegally, he said. "Savar is not an industrial zone, and for that reason no factory can be housed in Rana Plaza," Islam told Reuters.

Islam said the building had been erected on the site of a pond filled in with sand and earth, weakening the foundations.

North American and European chains, including British retailer Primark and Canada's Loblaw, a unit of George Weston Ltd, said they were supplied by factories in the Rana Plaza building.

Since the disaster, the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) has asked factory owners to produce building designs by July in a bid to improve safety. (Writing by John Chalmers and Alex Richardson; Editing by Jeremy Laurence and Stephen Powell)

Thanks to a rare bacteria that grows only on rocks in the Swiss Alps, researchers at The University of Texas at Austin and the Pasteur Institute in France have been the first to identify how alcohol might affect key brain proteins.

It's a major step on the road to eventually developing drugs that could disrupt the interaction between alcohol and the brain.

"Now that we've identified this key brain protein and understand its structure, it's possible to imagine developing a drug that could block the binding site," said Adron Harris, professor of biology and director of the Waggoner Center for Alcohol and Addiction at The University of Texas at Austin.

Harris and his former postdoctoral fellow Rebecca Howard, now an assistant professor at Skidmore College, are co-authors on the paper that was recently published in Nature Communications. It describes the structure of the brain protein, called a ligand-gated ion channel, that is a key enabler of many of the primary physiological and behavioral effects of alcohol.

Harris said that for some time there has been suggestive evidence that these ion channels are important binding sites for alcohol. Researchers couldn't prove it, however, because they couldn't crystallize the brain protein well enough, and therefore couldn't use X-ray crystallography to determine the structure of the protein with and without alcohol present.

The advance came when Marc Delarue and his colleagues at the Pasteur Institute sequenced the genome of cyanobacteria Gloeobacter violaceus. They noted a protein sequence on the bacteria that is remarkably similar to the sequence of a group of ligand-gated ion channels in the human brain. They were able to crystallize this protein. Harris saw the results and immediately got in touch.

"This is something you never would have found with any sort of logical approach," he said. "You never would have guessed that this obscure bacterium would have something that looks like a brain protein in it. But the institute, because of Pasteur's fascination with bacteria, has this huge collection of obscure bacteria, and over the last few years they've been sequencing the genomes, keeping an eye out for interesting properties."

Harris and Howard asked their French colleagues to collaborate, got the cyanobacteria, changed one amino acid to make it sensitive to alcohol, and then crystallized both the original bacteria and the mutated one. They compared the two to see whether they could identify where the alcohol bound to the mutant. With further tests they confirmed that it was a meaningful site.

"Everything validated that the cavity in which the alcohol bound is important," said Harris. "It doesn't account for all the things that alcohol does, but it appears to be important for a lot of them, including some of the 'rewarding' effects and some of the negative, aversive effects."

Going forward, Harris and his lab plan to use mice to observe how changes to the key protein affect behavior when the mice consume alcohol.

They're also hoping to identify other important proteins from this family of ligand-gated ion channels. In the long term, he hopes to be involved in developing drugs that act on these proteins in ways that help people diminish or cease their drinking.

"So why do some people drink moderately and some excessively?" he said. "One reason lies in that the balance between the rewarding and the aversive effects, and that balance is different for different people, and it can change within an individual depending on their drinking patterns. Some of those effects are determined by the interactions of alcohol and these channels, so the hope is that we can alter the balance. Maybe we can diminish the reward or increase the aversive effects."

WASHINGTON (Reuters) - President Barack Obama's administration on Wednesday notified Congress it will start free-trade talks with Japan, bringing the world's third-largest economy into U.S.-led negotiations on a regional free-trade pact.

"The participation of Japan, a major U.S. trading partner as well as close ally, further increases the economic significance of a TPP (Trans-Pacific Partnership) Agreement," acting U.S. Trade Representative Demetrios Marantis said in a letter to congressional leaders.

The 90-day notification was expected after U.S. and Japanese negotiators reached a deal on April 12 on the terms of Japan's entry into the TPP talks, which are now in their fourth year. It could clear the way for Japan to participate in the July round of TPP talks.

The United States and the 10 other countries already involved in the TPP talks on Saturday formally approved Japan's entry into the negotiations at a meeting of regional trade ministers in Indonesia.

Marantis sought to reassure lawmakers that Japan's participation would not slow down the TPP negotiations, which are slated for conclusion by the end of the year, and that Japan would not refuse to negotiate in sensitive agricultural and manufacturing sectors of interest to U.S. exporters.

"Japan has confirmed it will participate positively and constructively in the negotiations. Japan also confirmed that it will subject all goods to negotiations - both agricultural and manufactured goods - and will join with the other TPP countries to achieve a high-standard and comprehensive agreement this year," Marantis said.

The White House sees the TPP pact as part of its economic rebalancing toward Asia. It also plans to launch free-trade talks with the 27-nation European Union in coming months.

Countries around the world are moving increasingly toward regional free-trade agreements in the absence of any progress toward a comprehensive world trade deal.

Detroit-based auto makers, particularly Ford Motor Co, have lobbied against Japan joining the TPP talks.

They say the agreement will open the door for more imports from Japan, without tearing down barriers that they say keep U.S. autos out of Japan's market.

In addition to the United States and Japan, TPP countries include Australia, Brunei, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam.

The 17th round of TPP talks is scheduled for May 15-24 in Lima, Peru. It is expected to be followed by an 18th round sometime in July that could be the first time that Japan participates in the negotiations.

'You are not alone. You are not forgotten.'

WACO, Texas (Reuters) - President Barack Obama, standing before a line of flag-draped coffins, consoled family and friends on Thursday at a memorial service for firefighters killed in a massive explosion last week at a Texas fertilizer plant.

The deaths of 14 people, nearly all of them emergency responders, ripped a hole in the heart of the town of West, where farming is a way of life and where many people volunteer for the fire department in their spare time.

"To the families, the neighbors grappling with unbearable loss, we are here to say you are not alone. You are not forgotten. We may not all live here in Texas, but we're neighbors, too," Obama told more than 9,000 mourners who packed a basketball arena at Baylor University in Waco.

The April 17 explosion at the West Fertilizer Co plant obliterated a residential section of West, about 20 miles north of Waco.

Investigators have not determined the cause of the blast, which also injured some 200 people.

A video testimonial for each victim were read by a relative or friend and broadcast on a large screen behind the podium.

In one video, Carmen Bridges, wife of Morris Wayne Bridges Jr., 40, fought back tears as she told of the last time she had seen her husband. As he rushed out the door to respond to the fire in West, he stopped to hug his 2-year-old son.

"'Daddy loves you and he'll be right back,'" Bridges recalled her husband telling the boy. "And he didn't come back."

As the name of each victim was read aloud, a bell rang, echoing through the vast arena, where a dozen coffins - most covered with U.S. flags, and a couple covered with Texas flags - were lined up in front of the stage.

Obama and his wife, Michelle, both wiped tears from their eyes as bagpipers played "Amazing Grace" and the song filled the arena.

The April 15 Boston Marathon bombings and the search for the suspects last week often overshadowed the Texas tragedy in the national news media.

But Obama sought to assure Texans they were in his thoughts. He vowed that federal and state authorities would help to rebuild the town of 2,800 residents.

"Know this, for the eyes of the world may have been fixed on places far away, our hearts have also been here through times of tribulation," Obama said.

'ULTIMATE SACRIFICE'

Before the ceremony, red and white lights twinkled along Baylor's University Parks Drive as fire trucks and ambulances from across Texas approached. Along the road, people took pictures, but many watched in silence.

Bagpipe players and a color guard led a procession of members of fire departments that lost personnel in the blast. West emergency medical technicians cried as they walked hand in hand with members of the emergency medical technicians from nearby Abbott, Texas.

"Coming to memorials, when you're part of this brotherhood, one of the biggest brotherhoods in the world created for the purpose of protecting others, that's just what you do," said Tito Rodriguez, an assistant fire chief with the Clute Fire Department near Houston.

James Bruno waited until he parked to don the freshly ironed blue Irving, Texas, fire department shirt for the service. Walking with his wife, he said he felt a certain kinship with those who lost their lives in the explosion.

"They made the ultimate sacrifice trying to help everyone in their own town out," he said.

The town had 33 volunteer firefighters. Five were killed, as were four paramedics from nearby towns who rushed to the scene. Among the others killed was an off-duty Dallas firefighter who lived in West and a local welder who went to the plant to help.

Obama praised the courage of people "who so love their neighbors as themselves that they are willing to lay down their lives for each other.

"America needs towns like West. That's what makes this country great, it's towns like West," he said.

Other speakers included Texas Governor Rick Perry and Baylor University President Kenneth Starr, best known for his investigation of the sex scandal involving then-President Bill Clinton and White House intern Monica Lewinsky during the 1990s.

"These are volunteers, ordinary individuals blessed with extraordinary courage," Perry said of the fallen first responders.
